Investigation Launched into MNB Foundation Financial Mismanagement

Investigation Launched into MNB Foundation Financial Mismanagement

Hungarian authorities initiate a police investigation into potential financial misconduct involving the National Bank's foundations.
The Készenléti Rendőrség Nemzeti Nyomozó Iroda has commenced an investigation prompted by a complaint filed by Hungary's State Audit Office (ÁSZ), which reported findings concerning the financial practices of the Magyar Nemzeti Bank (MNB) and its affiliated foundations.

This investigation is currently in the preliminary stage, according to the response from the Fővárosi Főügyészség to inquiries from the media.

The ASZ's report focused specifically on the Pallas Athéné Domus Meriti Foundation and the Neumann János Egyetemért Foundation.

Allegations of financial misconduct include potential criminal activities related to asset mismanagement.

The audit revealed that the Pallas Athéné Domus Meriti Foundation, which manages an estimated 500 billion Hungarian forints, may have lost between 150 and 200 billion forints due to misguided or intentionally poor investment decisions.

Additionally, the foundation's asset management company, OPTIMA Zrt., was cited for allegedly obscuring vast amounts of public assets within a complex network of companies and private equity funds.

The investigation highlights substantial financial losses due to failed stock market transactions, with the former head of the central bank's family and business affiliates reportedly benefiting from transactions related to these foundations, potentially amassing personal fortunes worth billions.

Political complicity is suggested, as both the ruling Fidesz party and the government led by Prime Minister Viktor Orbán may have been aware of the issues surrounding the MNB foundations.

Economist Péter Róna, a former presidential candidate, indicated that concerns regarding the capital infusion into these central bank foundations were known as early as 2014. The supervisory board of the MNB flagged compliance issues to the then Ministry of National Economy, expressing concerns that the funding provisions were contrary to legal requirements.

This warning was unanimously agreed upon and was also communicated to László Kövér, the Speaker of the National Assembly, yet the foundations continued to operate without interruption.

In a related report, an earlier document from the Pallas Athéné Domus Meriti Foundation referenced possible severe repercussions on Hungary's international standing and governmental relations if the detailed findings of the ASZ were made public.

The foundation's rationale for concealing the audit's outcomes included concerns for the stability of the Hungarian forint and unpredictable economic consequences from the disclosure.

The ASZ has formally reported the financial enrichment of the MNB foundations, intensifying scrutiny into the management of substantial public funds.
