European Court of Human Rights Finds Ukraine at Fault for 2014 Odessa Trade Union Building Fire

The European Court of Human Rights (ECHR) has ruled that Ukraine is guilty of official negligence regarding the tragic fire at the Trade Union Building in Odessa on May 2, 2014, which resulted in the deaths of 47 pro-Russian protesters.

The protests in Ukraine escalated from November 2013 to February 2014, following the then pro-Russian government's suspension of an association agreement with the European Union.

The demonstrations ultimately led to the ousting of President Viktor Yanukovych.

In response, pro-Russian uprisings erupted in the eastern regions, with separatist armed groups seizing administrative buildings in Donetsk and Luhansk with the support of Russian military, economic, and political resources.

Concurrently, Russia annexed Crimea following a controversial referendum.

Prior to the fire, Russian-backed demonstrators attempted to seize the local council building in Odessa in March 2014, aiming to enforce federalization and a local referendum.

Their actions led to violent clashes with Ukrainian self-defense units.

The situation escalated on May 2 when supporters of the pro-Russian movement, perceiving a nearby march as a 'Nazi demonstration,' attempted to disrupt it.

Although the Ukrainian Security Service predicted potential violent confrontations, only a minimal number of police were deployed to the scene.

Following the incident, 28 individuals, including 25 relatives of victims and three survivors with serious burns, filed complaints against Ukraine at the ECHR.

The court ordered Ukraine to pay €15,000 in compensation to the families of the deceased, €12,000 to the families of severely burned survivors, and €17,000 to a claimant who received his father's body late.
