Official Announcement: New Traffic Regulations Underway

The Ministry of Construction and Transportation (MCT) announces the initiation of a comprehensive overhaul of the Road Traffic Regulations (RTR), also known in Hungary as KRESZ, through extensive consultations involving professionals, academics, and society at large.
The reform of these traffic rules will be developed across five main thematic areas.

On Thursday, the Ministry informed MTI, the National News Agency, that according to a government resolution published in the Hungarian Gazette, the creation of the new traffic regulatory system will proceed within five primary areas:

Beyond the behavioral rules contained in the current RTR, the renewal process will involve reviewing laws concerning human factors, the sanction system, infrastructure, and vehicle technical requirements to shape the new set of regulations.

The Ministry detailed that following government resolution 1091/2024, there would be a revision of the existing joint order on road traffic rules (1/1975. KPM-BM KRESZ), including related legislation. This encompasses examining opportunities for improving human factors - such as training, educational background, and traffic culture as well as making the sanction system and road inspections more effective. Additionally, the management system for road operation will be reviewed, vehicle technical expectations will be updated, and the application possibilities for autonomous driving technologies will be established.

The RTR, representing the most well-known and frequently applied legislation among citizens, is being renewed through rigorous scientific efforts and broad societal consultations.

According to the press release, the Department and the KTI Institute for Transport Sciences and Logistics, a non-profit organization, have involved more than fifty administrative, professional, advocacy, scientific, and civil organizations over the past year and a half to assess the expectations of professional and civilian participants in road traffic. They have also gathered suggestions from scientific, professional, and advocacy groups, identifying key issues that form the basis of the review criteria.

In need of multiple improvements, the current system is described as complicated and outdated.

The Ministry emphasized that the renewal of the traffic regulation system goes beyond merely reviewing and amending the RTR and related laws. The professional and scientific work, along with societal consultations, identified areas in need of intervention across several aspects, including education, training, compliance and enforcement of rules, the often inconsistent local design of traffic infrastructure, requirements for vehicles' technical parameters, and the management of emerging technologies and tools in traffic.

They also shared that as part of the RTR renewal process, the extensive professional and societal consultations will continue, aiming to establish simpler, more transparent, and modern regulations. This initiative seeks to ensure safe traffic conditions for all, improve rule awareness and compliance, and develop Hungary's traffic culture.

For these five key areas, including the behavior rules outlined in the RTR, human factors, the sanction system, infrastructure, and vehicle technical requirements, Minister János Lázár of the Ministry of Construction and Transportation will make proposals for the new regulations by March 31, 2025. This will be in collaboration with the ministers of the Interior, the Prime Minister's Office, Culture and Innovation, Justice, as well as Public Administration and Regional Development.
