Article 86 of the Rome Statute requires states to cooperate, and Article 89 specifically obligates them to comply with arrest and surrender requests issued by the Court.

The assembly highlighted that the effectiveness of the ICC depends on the willingness of states to fulfill their obligations, particularly concerning the arrest and surrender of individuals subject to warrants.

In a press statement following a meeting with Netanyahu, Hungarian Prime Minister Viktor Orbán criticized the ICC as a political body rather than an independent judicial institution.

He contended that the arrest warrant against Netanyahu exemplified the Court's political motivations and expressed Hungary's commitment to support Israel, rejecting any judicial measures against its leadership.

Orbán stated, "We will not support a court that targets democracies like Israel for political gain.

Hungary defends the rule of law and stands with Israel."

In conjunction with Hungary's stance, German Chancellor Olaf Scholz indicated that Germany would not facilitate the arrest of Netanyahu should he visit the country.

Friedrich Merz, leader of the Christian Democratic Union (CDU), echoed this sentiment, asserting the necessity for Israel's democratically elected prime minister to visit Germany without the threat of arrest, suggesting the pursuit of solutions compatible with international law to ensure Netanyahu's acceptance in Germany.

The developments reflect a notable rift in international relations pertaining to the ICC and underline broader debates about the Court's role and jurisdiction in politically sensitive scenarios.
