Hungary Reports Significant Budget Deficit Amid Increased Social Spending

The Hungarian government has reported a substantial budget deficit for February, totaling HUF 1.722 trillion, according to the preliminary fiscal report released by the Ministry of Finance.

This figure includes a central budget deficit of HUF 1.683 trillion, offset by a surplus of HUF 38 billion from separated state funds and social security financial accounts reflecting a deficit of HUF 77.3 billion.

The report indicates that over 2.5 million pensioners received a special double payment this February, similar to previous years, totaling HUF 536 billion.

This payout is part of the government's broader strategy to support families and small-to-medium enterprises as well as retirees, with overall disbursements since 2021 amounting to HUF 1,993.4 billion.

Interest payments on state bonds also surged, reaching HUF 1,038.3 billion by the end of February, which is HUF 182.9 billion more than the same period last year.

The high figures are largely attributed to the scheduling of interest payments for particular Premium Hungarian Government Bond (PMÁP) series.

February’s fiscal deficit amount of HUF 1.655 trillion not only fits the trend of the previous years but reflects higher seasonal spending on utility bill reductions due to winter conditions.

The government reported that HUF 150.9 billion was expended on these subsidies, contributing to the elevated deficit.

The net VAT revenues for the early months of the year have fallen to HUF 318.5 billion, merely 4% of the annual target, indicating that VAT refunds have heavily impacted fiscal performance.

The Ministry noted the seasonal variability of VAT returns as a significant factor affecting revenues during this period.

Healthcare expenditures also saw a noteworthy increase, with HUF 531.5 billion allocated for healthcare services, marking an increase of HUF 145.2 billion compared to the previous year.

These funds have been directed towards public, governmental, and church-owned health service providers, with supplementary operational support provided to clinical centers associated with medical universities.

The Ministry emphasized the necessity for financial support to strengthen the Hungarian population's economic stability amid these significant outlays.

As of the end of February, the budget’s annual monetary deficit target of HUF 4.122 trillion had already reached 41.8% of its annual goal, with fiscal officials cautioning that while this percentage appears high, it can be interpreted within the context of exceptional factors at play.
