Despite the ICC's status as a member entity of Hungary, Netanyahu is not expected to be arrested, as Hungary has not yet enacted the ratification of the Rome Statute that underpins the warrant.

This situation stems from constitutional concerns raised by Hungarian officials since the ratification took place in November 2001.

Prime Minister Viktor Orbán has extended an invitation to Netanyahu for this visit, signaling ongoing diplomatic relations despite the ICC warrant.

It has been suggested that the Orbán government may use this occasion to announce Hungary's potential withdrawal from the ICC, following similar moves by the United States.
