Identity Fraud Case in Budapest: Landlord Struggles Against Tenants

An intricate case of identity theft and rental disputes has left a Budapest couple battling legal and bureaucratic hurdles.
In mid-December, Budapest police responded to a call regarding suspected fraud at a bank branch in the eighth district.

Police officer Zsolt Laponyi arrived to find a woman, later identified as H. Anita, presenting herself under the name Mónika Farkas, but she struggled to provide consistent personal details.

An investigation revealed H. Anita had used fraudulent documents to obtain personal identification in at least three identities, causing significant damage to her previous landlord.

The report indicated that H. Anita had defrauded her landlord of approximately 5.5 million forint.

Following her arrest, H. Anita was questioned on charges of multiple counts of document forgery, with authorities suggesting that this might only be the beginning of the legal repercussions she faces.

The couple who reported the crime, referred to as Nóra and Tamás, claimed to be victims of H. Anita's identity theft.

They rented their apartment in the XIII district to H. Anita in July 2022, only to face relentless challenges as H. Anita refused to vacate the property and illegally used their rental agreement details to create documents under Nóra's name.

As a result, H. Anita emptied Nóra's bank account.

Despite notifying the police, banks, municipal authorities, and even utility companies about the fraudulent activities, Nóra and Tamás report facing bureaucratic obstacles and a lack of immediate solutions.

"These criminals know every loophole in the customer service systems, and once they have specific information about someone, they can do things that seem unimaginable to honest people," the couple expressed during an interview.

The couple has struggled to reclaim their apartment while simultaneously attempting to recover the stolen funds from their bank.

They have not received rental payments for nearly two years and have faced continuous eviction challenges.

After seeking legal counsel, they initiated a lawsuit in February 2024, ultimately culminating in a court order in June mandating H. Anita to vacate the premises within eight days, but subsequent appeals have stalled any actual eviction.

The prolonged legal battle has taken a toll on the couple.

They attempted various means to hasten the eviction, including delaying utility services; however, H. Anita repeatedly reinstated services, resulting in mounting unpaid bills.

Tamás recalled an incident where a debt collection agency advised them to take threats seriously when H. Anita's associates allegedly indicated they might escalate the situation.

The couple also contacted local authorities regarding their plight, only to be directed back to law enforcement and fire services.

Despite this, there seemed to be little progress in addressing their issues, which include potential risks associated with unauthorized electrical connections in the apartment shared by H. Anita and her family.

As of June 2024, Nóra received an unexpected bill from a telecommunications company, despite not being a client.

Upon investigation, it was discovered that someone had used her identity to procure a phone under a two-year contract.

They immediately reported this incident to authorities, but further complications arose when Nóra discovered that nearly 1.3 million forint had been withdrawn from her bank account by an impersonator posing as her.

In December, following H. Anita's arrest, it revealed that she had maintained multiple original identifications.

Although she is no longer residing in the couple's apartment, her presence continues to be felt, with increasing visits from law enforcement.

Nóra and Tamás estimate that H. Anita's actions have cost them over 6 million forint, including unpaid rent and the theft of savings from their bank account.

Nóra and Tamás have also faced pervasive difficulties in reclaiming their identity and financial autonomy amid the overwhelming bureaucratic response.

They expressed cautious frustration regarding the effectiveness of the police and banks in addressing their plight, fearing that if H. Anita were to be evicted, her family may still present challenges in future attempts to reclaim their space and personal security.

Meanwhile, local government offices have indicated that, while they do not handle specific tenant disputes, social support programs exist to assist landlords experiencing difficulties.

As the investigation continues, Nóra and Tamás face an uncertain future, reliant on institutions struggling to keep pace with the complexities of modern fraud.
