Hungary Expels Ukrainian Spies Amid Rising Tensions

Three Ukrainian intelligence officers identified by Hungarian officials following allegations of espionage.
Kocsis Máté, the leader of the Fidesz parliamentary group and a member of Hungary's National Security Committee, disclosed the names of three Ukrainian individuals expelled from Hungary on espionage charges.

The expelled individuals include Juroj Kenics, Dmitro Kisfalus, and a third person identified as Szerhij Alexandronov.

This announcement came during a joint press conference with Barthel-Rúzsa Zsolt, the state secretary responsible for the Military National Security Service, following a committee meeting.

The developments originate from a video released by Ukraine's Security Service (SZBU) on May 9, featuring the arrest of two individuals accused of espionage against Hungary.

Kocsis noted that the video showcased events that had occurred over a month prior, suggesting that the arrests were made quite some time ago before they were publicly reported by Ukrainian sources.

He implied collaboration between Ukrainian intelligence services and the Tisza Party, whose leader had posted an audio recording a day earlier.

However, as of this statement, no substantive evidence has been presented to support these claims.

Kocsis described the Ukrainian actions as a politically motivated disinformation campaign, claiming that they did not utilize established communication channels between Hungary and Ukraine's intelligence agencies, prompting Hungary to act in response.

He suggested that the information leading to the expulsions was derived from civic service data.

Following the expulsions, Kocsis indicated that Hungarian intelligence agencies had intensified their surveillance activities.

He also claimed that an influence operation was underway, which aimed to malign Hungary’s reputation on the international stage.

He elaborated on the deteriorating relations by stating that the Hungarian Intelligence Service had summoned its liaison in Kyiv for clarification after the May 9 video release, yet received no informative response, a scenario he deemed unprecedented in national security communications.

The context of these events is underlined by allegations from the SZBU that Hungary had operated a military espionage network in the Transcarpathian region, leading to the arrests of two individuals purportedly directed by a professional officer in Hungarian military intelligence.

Ukraine asserts this officer was recruited by the Hungarian services back in 2021 and activated in 2024 to gauge local sentiment and gather intelligence on a deployed air defense missile unit.

Kocsis accused the Tisza Party of launching attacks on Hungary's defense minister, asserting that such actions played into Ukrainian hands, further exacerbating tensions.

This follows a statement from Hungary's Foreign Minister, Péter Szijjártó, who confirmed the expulsion of two individuals working under diplomatic cover at the Ukrainian Embassy in Budapest, asserting that the Hungarian government would not tolerate continuous discrediting campaigns against it by Kyiv.

In a reciprocal move, Ukraine expelled two Hungarian diplomats in response to Hungary's actions.

The situation escalated further when Hungarian counter-terrorism officers detained an individual in Budapest, believed to be affiliated with the Ukrainian military intelligence service, later expelling him from Hungary for ten years without a criminal charge being filed.

In the backdrop of these developments, government representatives have drawn connections between the expulsion events and a video released before the SZBU announcement, suggesting a coordinated announcement with Ukrainian officials.

Further complications arise as Hungarian Prime Minister Viktor Orbán indicated during a Defense Council meeting that Ukrainian intelligence had launched operations against the Hungarian government ahead of a significant vote.
