Hungary and Slovakia's Complex Energy Relationship with Russia

Hungary and Slovakia possess significant potential to reduce their dependence on Russian oil, as indicated by a recent joint analysis from two research institutions focusing on democracy and environmental issues.

The report highlights that since the onset of the war in Ukraine, Hungary and Slovakia have collectively paid approximately €5.4 billion to Russia for crude oil, an amount that could purchase around 1,800 Iskander-M missiles used in the conflict.

Despite this financial interplay, neither country is actively pursuing a complete detachment from Russian oil, citing the need for careful planning as the rationale behind exceptions granted by the European Union concerning sanctions.

As of now, Hungary has increased its dependence on Russian crude oil from 61% before the war to an expected 86% by 2024. Slovakia remains almost entirely reliant on Russian supplies, approaching 100% dependence.

Both governments argue that moving away from Russian oil could lead to energy shortages and increased prices.

However, the analysis suggests that alternative sources, such as Croatian oil accessed via Adriatic pipelines, are available, and Hungary’s MOL has the capacity to refine oil from different origins.

Additionally, natural gas from countries like Qatar and the United States is also accessible to the Central European market.

Hernádi Zsolt, the CEO of MOL, highlighted the challenges faced by Hungary and Slovakia in relation to the reliance on Russian energy sources.

He stated that, although there are calls from the European Commission to phase out Russian energy imports, the existing infrastructure and market conditions in East European nations create significant barriers to such a transition.

Hernádi expressed concerns that without assurances of operational capacity, a shift away from Russian crude and gas could lead to decreased production potential in Hungary and Slovakia.

He noted that if Hungary were to halt imports of Russian oil, the country might incur additional costs totaling between $500 to $600 million.

The broader geopolitical context highlights that while Hungarian and Slovak interests may be deeply entwined with Russian energy supplies, the dynamics of these relations are complex and laden with implications for domestic energy security, economic performance, and international relations.

The EU has laid out plans aiming to completely phase out Russian gas imports by the end of 2027 as part of the REPowerEU plan, which is designed to enhance energy security while attempting to mitigate price impacts on the market.

Despite the challenges articulated by Herrádi, the discourse around energy dependence has shifted recently.

He remarked that the current international sentiment is no longer predominantly about transitioning to greener energy, but about ensuring that energy sources are not Russian.
