Development Plans for Protected Őrmezei Meadows Spark Controversy

Private investment fund proposes a multifunctional event center and paid swimming lake, raising environmental concerns.
A private investment fund, Forrás Ingatlan Befektetési Alap, has unveiled plans for a significant development on the protected Őrmezei Meadows.

The proposal includes a multifunctional event center and a swimming lake, with part of the area earmarked for preservation under a LIFE grant from the local government amounting to 1.4 billion forints.

Recent construction activities in the area have raised alarms regarding potential threats to local protected flora and fauna.

Despite prior assertions by Ádám Ervin, a portfolio manager at Forrás, that no tourism-related projects had been outlined, newly acquired documents indicate the development aligns with a vision that concerns environmentalists significantly.

Details of the so-called Apenta Park plan reveal a highly disturbing project from a conservation perspective.

The proposed specifications include:
- An event center aimed at hosting weddings, banquets, and graduations.

- A swimming complex featuring two lakes with piers, one designed for public access with facilities for outdoor activities and events.

- Additional lakes, connected by narrow waterways featuring wooden bridges.

- A park incorporating manicured lawns, running trails, an outdoor gym, and agility courses for dogs.

- An educational trail designed to showcase local wildlife and natural habitats.

- A parking facility large enough to accommodate visitors to the event center.

- Street widening and restructuring to enable two-way traffic, with pedestrian sidewalks and dedicated bicycle lanes.

The plans also entail significant ecological transformations, suggesting that the green area needed to sustain the development would be reduced from the previously claimed 90% to around 65-70%.

This shift would necessitate extensive landscaping changes, including the introduction of various habitats (forest, wetland, and meadow) at the expense of the existing vegetation.

Critics argue that these changes could endanger multiple protected species, including various orchids and birds like the reed warbler, whose conservation status is subject to regional regulations.

The Őrmezei Meadows cover approximately 25 hectares, with the Forrás fund owning 10.5 hectares and the majority being municipal property.

The Keserű-ér stream runs through the land, presenting additional complications, as governmental environmental protection agency officials have raised concerns regarding the potential impact of development on the protected habitats and species residing there.

The area has been classified as a natural environment and water protection zone, and has been under double protection against building developments since the last modifications to urban planning in 2021. Despite this, the private fund continues to advance its proposal amid significant public scrutiny.

Concerns of unauthorized tree removal and habitat destruction have prompted further investigations by local environmental authorities.

Reports indicate that heavy machinery was observed on-site, leading to allegations of significant ecological damage.

The local deputy mayor faced access barriers while attempting to inspect the site, generating additional frustrations among officials seeking to clarify the situation on the ground.

While the municipal councils have initiated processes to ascertain the extent of ecological degradation, the fundamental question regarding the sustainability and ecological viability of the proposed developments remains contentious.

Comprehensive assessments of the area's flora and fauna are pending, as local authorities grapple with balancing developmental ambition against environmental stewardship.
