CATL to Launch Battery Production in Debrecen with Workforce Expansion

In a significant development for Hungary's burgeoning battery manufacturing industry, China’s Contemporary Amperex Technology Co. Limited (CATL) is set to begin operations at its new plant in Debrecen.

The facility, which is situated on a greenfield site encompassing 105 hectares in the Southern Industrial Park, represents a substantial investment of approximately 3,000 billion forints.

Construction commenced following the announcement in 2022, with assembly of battery modules expected to start by September 2024.

The comprehensive project is being executed in phases, with the battery cell production anticipated to kick off in the second half of 2025, initially targeting an annual capacity of 40 GWh.

Plans include scaling that production to reach 100 GWh in the future, which may translate into multiple production lines tailored to specific automotive model requirements.

Currently, the workforce has surpassed 600 employees, with projections to expand to 2,000 by the end of 2025, and eventually aiming for a total workforce of around 2,600.

Initially focusing on the production of NMC (nickel-cobalt-manganese) battery cells, CATL is preparing to transition its production capabilities to LFP (lithium iron phosphate) batteries and other types as market demands evolve.

While primarily targeting passenger vehicles, the flexible design of production lines allows for adaptations to manufacturing batteries for trucks, buses, ships, and industrial vehicles as well.

The core production structure of the plant will comprise three levels: cells, modules, and battery packs.

Two primary product categories are being developed: automotive batteries and stationary energy storage systems.

Recent declines in the European electric vehicle market have impacted CATL’s projections, with battery production in Hungary expected to drop by 50% in 2024 and 40% by March 2025.

Despite these setbacks, CATL’s management highlights an optimistic outlook for the electric vehicle market.

They noted that the European automotive sector experienced a total of 1.2 million electric car sales in the first four months of the current year, projecting an annual total of 3.6 million, a 20% increase compared to prior year.

As one of Hungary's largest industrial undertakings, CATL’s Debrecen plant is projected to have a full production capacity of 100 GWh, with plans indicating significant revenue from module assembly expected to grow from single-digit billions in 2024 to potentially reaching three-digit figures in 2025. With full capacity, estimated annual revenue could hit 3,000 billion forints, contingent on market dynamics affecting demand for electric vehicles and battery pricing.

Addressing both operational and environmental challenges, CATL aims for carbon neutrality in production one year post-launch, with efforts including the installation of a solar panel park atop the facility and the use of eco-friendly technologies to minimize water usage.

The company acknowledges local concerns regarding ecological impacts and is engaging in dialogue with community organizations to address issues related to chemical use and operational sustainability.

Legal challenges have arisen concerning environmental permits, with ongoing litigation primarily targeting Hungarian authorities rather than CATL directly.

The company has stressed that it holds all necessary permits and is proceeding with construction and operational preparations under current regulations.

CATL is also encountering challenges in workforce development, as recruitment efforts expand beyond local talent pools to include foreign workers, particularly from the Philippines, with plans to onboard around 500 new employees to fill skilled positions starting in May 2025. Efforts are underway to recruit talent nationwide, hosting job fairs in various Hungarian locations and bordering regions, as well as establishing partnerships with local universities to develop dual training programs tailored to the needs of the plant.

The company's leaders underscore the importance of building domestic expertise and fostering a technologically adept workforce, aiming for a structure where a maximum of 30% of the 2,000 employees are from abroad.

Training programs will be conducted in collaboration with Chinese team members to enhance knowledge transfer and optimize production processes.
