Having joined the Order of St. Augustine in 1977 and professing his solemn vows in 1981, he earned a doctorate in theology in 1987. His missionary work in Peru lasted eleven years, beginning in 1988. In November 2014, he was appointed as Apostolic Administrator of the Diocese of Chiclayo in Peru and was consecrated as bishop on December 12 of that year.
In April 2020, he became the Apostolic Administrator of the Archdiocese of Callao, and was created a cardinal in 2023. Pope Leo XIV also serves as the president of the Pontifical Commission for Latin America and as the prefect of the Dicastery for Bishops, responsible for evaluating and recommending bishop candidates worldwide.
