Hungarian Government Encourages Civil Servants to Participate in Voks2025 Initiative

Ministries circulate letters urging employees to engage in a government-backed political initiative related to Ukraine's EU accession.
Hungarian government ministries have issued circulars encouraging their employees to participate in the Voks2025 political consultation, which focuses on Ukraine's potential accession to the European Union.

Correspondence from the Ministry of Agriculture and the Ministry of Interior was confirmed, among others, including the Ministry of Construction and Transport led by János Lázár.

The letters, dispatched by the human resources departments, begin with a formal address and state that Ukraine's admission to the EU could have significant repercussions for every Hungarian citizen.

The communications emphasize the importance of understanding both the prospective benefits and risks associated with this accession.

Employees are urged to express their opinions via online platforms or by postal service by June 20.

Voks2025, initiated by Prime Minister Viktor Orbán, resembles previous national consultations and is seen by many as an effort to galvanize public support against Ukraine’s EU membership.

The survey includes questions concerning the possible negative impacts of Ukraine's EU accession on Hungarian agriculture, public security, pensions, and the labor market.

Prime Minister Orbán has consistently stressed the importance of completing the questionnaires across various platforms, including extensive billboard advertising, promotions during NBI football matches, and communication through vaccination information emails.

Participation is reportedly open for multiple submissions online.

As of a recent statement by the Prime Minister, over two million responses have already been recorded.

Orbán has privately articulated to a select audience the crucial nature of the survey, arguing that public opinion polls suggesting a strong position for the opposition Tisza Party are inaccurate.

He asserts that the only credible measure of true electoral strength is the turnout for Voks2025, which he hopes will be at least double that of the Tisza Party's previous initiative.

In related political developments, András Fekete-Győr has resigned as president of the Momentum party's foundation following the initiation of a disciplinary procedure against him due to his remarks regarding the party’s potential participation in the 2026 parliamentary elections.

He cited escalating tensions within the party surrounding his calls not to run in the upcoming elections, suggesting that it could jeopardize the chances of a government change.

The Momentum party's decision-making body recently voted to abstain from the 2026 elections, opting instead to focus on aiding potential government transition efforts.

Fekete-Győr indicated that he would refrain from commenting further on the ongoing disciplinary matters for the sake of the party.

Simultaneously, a legislative proposal concerning public life transparency submitted by János Halász has intensified demands within the EU for the suspension of Hungary’s EU funding.

Over 320 civil organizations and numerous media outlets have urged the European Commission to take immediate action, claiming the proposed law threatens independent media, civil society, and the rule of law.

In response, the European Commission requested the withdrawal of the proposal, with Justice Commissioner Michael McGrath communicating that legal measures could be escalated if the bill is adopted by Parliament.

Despite considerable parliamentary outrage, there remains a lack of sufficient member state support for advancing procedures under Article 7, which could lead to Hungary's voting rights being suspended.

The European Commission has yet to undertake significant measures against Hungary's government regarding transparency and media rights violations, despite public support for civil society protection from various European political factions.

Discussions on the matter have revealed hesitation within dominant political groups, particularly the European People's Party, which plays a crucial role in the Commission's decision-making process.
