Government Declares Rákosrendező Development a Priority Project, New Building Regulations Enacted

Starting tomorrow, the Rákosrendező area will be regulated for up to 90-meter-tall buildings, facilitating a streamlined development process.
The Hungarian government has announced a decree regarding the Rákosrendező area, designating it as a priority investment project effective immediately.

This designation introduces a set of new construction regulations that differ from traditional standards, allowing a more expedited and simplified administrative process for related developments.

Key regulations applicable to the newly designated Rákosrendező area include:

- A maximum building height of 90 meters.

- The establishment of plots at least 1,000 square meters in size.

- Multi-level land use is permitted in the redeveloped areas.

- A building density of 100 percent is allowed both above and below ground level.

- A variety of functions can be established on the site, including residential, office, administrative, commercial, service-oriented, hospitality, accommodation, healthcare, social, educational institutions, cultural spaces, community entertainment, sports, recreation, religious purposes, handicraft, non-industrial research and development, parking structures, and infrastructure-related buildings, as well as geothermal power plants.

In addition to the specific provisions for the area:

- There are no required distances between structures related to the investment.

- Buildings may connect at property lines, and portions may extend across shared property boundaries.

- Spaces within extending structures may be interconnected at all levels.

There are no limitations on the number of parking spaces required for the planned constructions.

The coordination of this priority investment has been assigned to the Budapest chief notary, currently Sára Botond.

The decree further stipulates that if a design competition is held during the investment process, the chairperson and, if necessary, the co-chairperson of the evaluation committee will be appointed by the Municipality of Budapest.

However, the national chief architect or their appointed representative must also be included as a member of the evaluation committee to ensure urbanistic and architectural quality.

The draft decree regarding the prioritization was initially published in late May on the Ministry of Construction and Transport's official website.

The issuance of this decree fulfills one of the government’s commitments made during the sale of the Rákosrendező site.

Budapest Mayor Gergely Karácsony welcomed the announcement through a social media post, stating that while they are fighting for the financial survival of Budapest, the struggle for the city's long-term future continues.

Conversely, David Vitézy, the leader of the Podmaniczky faction, expressed concerns regarding the development, suggesting that this unexpected constructiveness from the government could potentially accelerate the impending financial crisis of Budapest.

The designation of the project as a priority investment also implies that the city is now closer to the point where another installment of 18 billion forints must be paid for the property, contingent upon the removal of legal obstacles to the project.

Securing this substantial amount may present challenges for the municipality, particularly given that the Hungarian State Treasury had recently seized 10.2 billion forints from the city, pushing the local government to the brink of insolvency.
