European Commission Proposes Phase-Out of Russian Energy Imports

The EU aims to sever its energy dependence on Russia amidst ongoing geopolitical tensions.
The European Commission has announced a comprehensive strategy to eliminate the European Union's dependence on Russian energy imports, which includes phasing out the import of Russian gas, oil, and gradually withdrawing from the use of Russian-origin nuclear energy.

The proposal was presented during a meeting on Tuesday, outlining the REPowerEU plan aimed at establishing energy independence from Russia.

Commission President Ursula von der Leyen emphasized that the ongoing war in Ukraine underscores the risks of coercion, economic pressure, and price shocks associated with reliance on Russian energy.

She stated that the REPowerEU plan would allow the EU to diversify its energy sources and significantly reduce Europe's previous dependency on Russian fossil fuels.

The plan stipulates a gradual cessation of Russian oil, gas, and nuclear energy in EU markets.

Member states have been requested to develop national plans by the end of the year to determine how they will contribute to the phased elimination of Russian gas, nuclear energy, and oil imports.

The Commission has assured that it will collaborate with member states to ensure a coordinated approach to this transition.

The Commission has indicated that no new contracts will be allowed with suppliers of Russian gas (either pipeline gas or LNG), and existing contracts must be terminated by the end of 2025. This measure aims to ensure that the EU can reduce the volume of incoming Russian gas by one-third by the end of the year.

Additionally, it will propose that all imports of Russian gas cease by the end of 2027.

Anticipated developments in global LNG supply are expected to expand rapidly from 2025 onwards, potentially enabling the EU to replace up to 100 billion cubic meters of gas by 2030, representing a demand decline of 40-50 billion cubic meters by 2027.

LNG capacities are projected to increase by 200 billion cubic meters by 2028, which is five times the current Russian gas imports to the EU.

It was noted that more detailed legislative proposals are expected next month, including measures concerning the import of Russian enriched uranium and restrictions on new transport contracts for uranium and other nuclear materials signed under the Euratom Supply Agency (ESA).

A qualified majority is required for the decision, meaning individual governments cannot unilaterally block it.

If a member state decides not to implement the approved legislation, infringement procedures will be initiated against it.

Hungary and Slovakia, both heavily reliant on supplies from Russian state-owned utility Gazprom, are projected to import approximately 16 billion cubic meters of gas in 2024, raising concerns over potential economic repercussions of the proposed energy import ban.
