Budapest Pride 2023 Set to Occur Despite Ongoing Challenges for LGBTQ+ Rights in Hungary

ILGA-Europe ranks Hungary 37th in LGBTQ+ rights, a significant drop from 9th place in 2012 amid stricter government policies.
The 30th Budapest Pride festival is set to take place this year, despite difficulties faced by the LGBTQ+ community in Hungary, exacerbated by the current government’s policies.

According to ILGA-Europe's recent report, Hungary ranks 37th in its Rainbow Map, a significant decline from its previous position of 9th in 2012, which highlighted a notable deterioration in the rights of sexual and gender minorities.

At a recent conference hosted by the Republikon Institute, opposition politicians, including Tímea Szabó from the Párbeszéd party, László Sebián-Petrovszki from the Democratic Coalition (DK), Zsuzsanna Döme from the Hungarian Two-Tailed Dog Party, and Dávid Bedő representing Momentum, discussed the challenges LGBTQ+ individuals face under the Orbán government's punitive measures.

There was a consensus among the politicians to advocate for LGBTQ+ rights despite the risk of political capital arising from such support.

They also criticized the stance of the Tisza Party, which has distanced itself from these discussions.

Despite surveys indicating general support for the LGBTQ+ community among the Hungarian populace, Zsuzsanna Döme noted that government propaganda has negatively affected public perception, particularly in rural areas where the situation for sexual minorities remains particularly dire.

Szabó remarked that the focus should shift from fears regarding children becoming LGBTQ+ due to so-called 'homosexual propaganda' to concerns about the mental health and well-being of at-risk minors who lack access to necessary support and education.

The opposition politicians agreed that the situation for LGBTQ+ individuals could substantially improve if legislative measures impeding their rights were repealed following a change in government, alongside the extension of rights such as same-sex marriage and adoption.

Szabó indicated that shifting societal attitudes toward the LGBTQ+ community would not be insurmountable, citing examples from traditionally religious nations like Malta, Spain, and Ireland where public perceptions have evolved positively.

Lawyers and activists attending the Pride event highlighted a pattern of governmental attempts to undermine or outright ban the Pride parade over the past decade, with noted attempts occurring in 2010, 2011, and 2012. Legal expert Zsolt Szekeres from the Hungarian Helsinki Committee, serving as a volunteer legal advisor for Budapest Pride, pointed out that recent amendments targeting Pride could undermine fundamental human rights, contradicting the core values and laws of the European Union, a challenge evidently impacting the government as well.

Fine, with repeated court rulings declaring earlier bans on Pride events unlawful, it has become clear that the police lacked sufficient justification for their prohibitions based on recent amendments to assembly laws.

The Curia (Hungary's Supreme Court) has mandated the police to re-assess their previous decisions, asserting that limitations on peaceful gatherings advocating for the rights of LGBTQ+ individuals must meet stringent criteria to be deemed lawful.

As the Budapest Pride 2023 festival approaches, the expected participation is anticipated to surpass previous years, despite the challenges faced by LGBTQ+ individuals in Hungary.

The atmosphere surrounding the festival remains one of resilience and determination amidst an evolving political and social landscape.
