Budapest Faces Multi-Layered Crisis, According to Political Leader Vitézy Dávid

In a recent appearance on the program _Konkrétan Rónai Egonnal_, Vitézy Dávid, the leader of the Podmaniczky Movement, outlined multiple crises currently impacting Budapest.

He identified three primary areas of concern: financial instability, leadership vacuums, and political discord.

The financial crisis has arisen from a decision by the Budapest City Assembly to withhold a solidarity tax repayment, leading to the annulment of the city's budget by the Constitutional Court.

There exists a significant deficit of 51 billion HUF between the government-mandated solidarity contribution and the amount the city has proposed to pay.

In terms of leadership, neither the Budapest Transport Center (BKK) nor the Budapest Transport Company (BKV) currently have a chief executive officer.

Additionally, the appointments of deputy mayors have been delayed for over six months, and the supervisory boards are reportedly not functioning effectively.

The political landscape has also shifted dramatically, with the previous majority coalition of the Democratic Coalition (DK) and the Socialist Party (MSZP) now reduced to a minority.

New political entities, such as the Tisza Party and the Podmaniczky Movement, have gained considerable influence in the city assembly.

This shift in power dynamics is illustrated by a recent vote, where only four out of thirty-three assembly members supported the BKV's report, including Mayor Gergely Karácsony.

Coalition parties, including DK, the Tisza Party, the Dog Party, Fidesz, and the Podmaniczky Movement, rejected the mayor's proposals.

Vitézy noted that the root of the problem lies in Mayor Gergely Karácsony’s continued attempts to govern as if the previous DK–MSZP majority were intact, despite their diminished representation.

Walter Katalin, former head of the BKK, highlighted issues stemming from the inability of the BKK to act as an owner, resulting in inadequate oversight of BKV's financial operations.

Vitézy commented that conflicts had arisen in the past over the financial management of public funds when he was at the helm of the BKK.

Despite these crises, Vitézy pointed to notable professional achievements, including the introduction of night metro services, the revision of bus and tram schedules for better connectivity, and extended operational hours for the HÉV rail and Volánbusz services.

He also mentioned a new discount system for Budapest residents and the digitization of the Zsigmondy Club Card.

Moreover, Vitézy brought attention to significant irregularities within the Budapest Public Utilities: 42 percent of the workforce is based at headquarters, which he considers excessively high, along with the renting of 45 mid-range company cars at nearly half a million HUF each, and a proposed allocation of 120 million HUF in bonuses for management in the first ten months of 2024.

The City Assembly has prohibited these abuses, resulting in a reallocation of 400 million HUF towards public area maintenance.

Vitézy indicated that Budapest's development has stagnated in comparison to other major cities in the region, such as Prague, Warsaw, and Bucharest.

While those cities are investing in metro systems, trams, and new cultural institutions, Budapest is facing stagnation.

Conflict between the government and the city has notable examples, particularly in flood protection projects, where EU funding has been redirected to rural areas rather than remaining in Budapest.

The national government delayed the signing of a consortium agreement for an extended period.

Vitézy suggests a conference with group leaders invested in the city's success to seek collaborative solutions to the ongoing crisis.

He remarked that Mayor Karácsony approaches the situation with a sense of pride that hinders compromise.

He noted that without urgent new agreements between the government and Budapest, the city may struggle to endure its financial and operational crises until the next elections.

The discussion took place prior to Mayor Karácsony announcing that Budapest's accounts had been seized, with the government deducting 10.2 billion HUF from the city's funds.
